Job Summary:

The Assistant Contract Administrator will report to the Director of Contracts and Campus Purchasing and/or Senior Contract Manager and will be involved in all facets of the contracting process, including but not limited to Contracts related to Capital Programs, various Medical Service Group physician services, various general services (i.e. temp clinical/clerical staffing services, lab service, shuttle services, security services, food services, parking management, valet services), consulting services, leases, revocable permits, Memorandum of Understandings (MOU's), Revenue services, academic/clinical affiliation agreements, transfer agreements, and special projects as assigned.

Duties include identifying contract needs, drafting contracts, research, develop and prepare IFB or RFP specifications in collaboration with Campus or Hospital departments and direct the IFB/RFP process from start to finish, complete cost analyses and bid evaluations, gather information on market conditions, negotiate contract services, process and completing all documentation required in accordance with SUNY, State University Construction Fund (SUCF), and New York State Procurement rules and regulations for each contract, including HIPAA guidelines, MWBE requirements, and other internal policies and procedures; execution of documents, submitting contracts packages to the New York State Attorney General and Office of the State Comptroller for approval, determine vendor responsibility, record and track contracts in database for expiration and renewal needs, monitor contract encumbrances and expenditures, contract reporting for various end users, participating in SUNY-wide and State-wide initiatives and projects.

The Assistant Contracts Administrator in conjunction with the Management Staff will manage the daily operations of the Contracts and Campus Purchasing Department and indirectly supervise support staff as needed. The Contract Administrator will educate and work with end users on lead times, steps necessary for acquiring contractual services; will work closely and in a professional manner with: Counsels Office, NYS Attorney General, SUCF, Division of Budget, and Office of the State Comptroller on contracts submitted for approval; all levels of Campus and Hospital Administration; Accounts Payable; various vendor contacts, and other end users as needed.  

Minimum Qualifications: Bachelor's Degree in Business or other related field and one (1) year of relevant experience or an Associate degree in Business or other related field and three (3) years of relevant experience, excellent analytical, interpersonal, written and verbal communication skills and advanced PC/Microsoft Office skills required.
Preferred Qualifications:

Knowledge of and exposure to academic medical center operations, general and NYS contract requirements, and implementation of IT tools for process improvement are strongly preferred.  

Work Days:

Monday - Friday, 8am - 4:30pm
