Job Summary:

The Chief Medical Information Officer (CMIO) reports to the Chief Information Officer (CIO) and partners with IT leadership and the Chief Medical Officer (CMO) and other members of the executive leadership team to advance clinical operations; ensure quality; transform care delivery; and optimize the patient, faculty, student, and staff experience across the Upstate University Health System.  The CMIO will provide business leadership and vision for the strategic planning, management, and implementation of information technology systems across the clinical enterprise. The ideal candidate will be a transformational, innovative, entrepreneurial, and collaborative leader with demonstrated IT expertise and the ability to effectively inspire, manage, mentor, and develop faculty and staff.

Duties & Responsibilities

  • Reporting to the CIO, serve as a key strategic partner to the CMO and other members of the senior executive team to advance Upstate’ s mission.
  • Evaluate, leverage, and develop existing strategic relationships between internal IT resources and external entities, while continuously seeking additional relationships and partnerships that further Upstate’ s mission.
  • Create effective partnerships and negotiate advantageous agreements with service providers and vendors.
  • Provide expert counsel and guidance to senior management on business and clinical issues as they relate to IT, across the organization.
  • Actively participate in setting policy and direction for clinical operations.
  • Provide leadership on a range of long-term policy and strategic initiatives in collaboration with other healthcare and IT leaders.
  • Align and develop long-term technology strategic plans and vision. 
  • Promote the adoption of data-driven tools to enable process and practice improvement.
  • Support and provide focus on all integration activities and set integration strategies to achieve greater effectiveness and efficiency of operations.
  • Provide clinical perspective in the evaluation and selection process for new clinical systems.
  • Manage budgets to optimize the use of available resources, and prepare budget requests and supporting justifications for IT systems and solutions that improve safety and quality in clinical IT operations.
  • Approve, make recommendations, or deny other departments’ budget requests for systems that impact patient care or quality benchmarks, or that contain an IT component.
  • Represent provider perspective on IT Clinical Leadership Support positions as appropriate.
  • Work collaboratively with Upstate’ s information technology leadership in promoting best practices across the organization.
  • Educate providers and provider leadership in the effective and appropriate use of information systems, data management, and new technologies.
  • Collaborate with biomedical and informatics leadership to identify and support innovative IT initiatives that support strategic goals.
  • Support and enhance the IT culture of innovation, delivery, and partnership across the organization.
  • Spearhead IT governance activities in the clinical, financial, patient-related research, and data analytics domains.

Minimum Qualifications:

  • A non-practicing and currently or formerly licensed doctor of medicine or doctor of osteopathy.
  • At least seven years’ relevant experience in a healthcare setting.
  • Experience as an IT leader with broad-based, progressive IT leadership.
  • Experience managing teams to effectively strategize, innovate, plan, and implement.
  • Experience leading complex technology implementations and integrations.
  • Experience with HIPAA and state and federal policies and laws related to the delivery and management of healthcare services.
  • Demonstrated experience with vendor management and relations.
  • Experience successfully working and collaborating with clinicians, faculty, and researchers.

Preferred Qualifications:

  • Experience in supporting patient-related research activities.
  • Experience in working in higher education, a state institution, or research facility.
  • Relevant certification such as Clinical Informatics, CHCIO, etc.
  • Experience in the Epic electronic health record system.
