Job Summary:

Under the direction of the Director of Emergency Management, this Emergency Management Coordinator shall assist in the day-to-day development and implementation of a comprehensive Emergency Management program at SUNY Upstate. This Emergency Management Coordinator will support SUNY Upstate's mission by assisting with coordinating and facilitating all aspects of the Office of Emergency Management, emphasizing the academic areas of our operations. This position will frequently interact with students, college leadership, researchers, and other SUNY Emergency Management and safety-related professionals across the state. Coordinates emergency response activities with state and local authorities at the direction of the SUNY Upstate Director of Emergency Management. Coordinates extensively with and support faculty, staff, and students to increase awareness of emergency preparedness topics and existing resources at SUNY Upstate. Creates and/or review all emergency preparedness policies and procedures related to SUNY Upstate's academic realm. Participates as needed on any SUNY Upstate Incident Command team at the discretion of the Director of Emergency Management. Engages academic areas to increase information sharing during event response to facilitate an effective use of SUNY Upstate resources. Participates in developing emergency preparedness outreach activities for the SUNY Upstate academic community and external response partners. Prepares and creates academic-specific exercises and tabletops to train staff to integrate with the existing SUNY Upstate Incident Command processes. Oversees all aspects of planning and any needed after-action reviews. Prepares and coordinates development of an academic areas risk assessments regarding regional and institutional hazard awareness. Develops the Academic Area COOP planning process and tools, focusing on the development of the business impact analysis process and hazard identification. Creates and maintain partnerships with various community associations and organizations. This position would create, initiate, and lead a regional SUNY emergency management planning consortium for all SUNY campuses, which would focus on improving the overall SUNY system response and communications during emergencies. Develops training specific to various roles at SUNY Upstate to enable members of our academic community to become better prepared. Assists in complying with national or local academic requirements or regulations related to Academic and/or hospital preparedness. Creates periodic reports to the SUNY Upstate Emergency Management Committee. Tracks and creates metrics that measure the performance of the overall process and resources available to staff and students during exercises and events. This position does not supervise any employees. Other duties as needed or directed by the Director of Emergency Management.

Minimum Qualifications:

Bachelor's degree in Public or Business Administration (or related field) and a minimum of two years of Emergency Management related experience required OR Associate's degree in Public or Business Administration (or related field) and a minimum of four years of Emergency Management related experience required. 

Preferred Qualifications:

Incident Command System (ICS) 300 & 400 certifications preferred. Documented experience in Continuity of Operations Planning and development of Business Impact Analysis is preferred. Considerable knowledge of Emergency Management programs, procedures, practices, resources, and regulations preferred. Ability to work effectively under intense circumstances and during changing conditions (i.e., during an emergency or disaster), sometimes with little supervision. Ability to work under strict deadlines and change priorities with minimal supervision. Considerable knowledge of the Incident Command System (ICS) and the National Incident Management System (NIMS). Ability to teach various technical concepts to audiences ranging from laypeople to professional technicians and top-level executives. Demonstrated experience in developing emergency preparedness plans in an academic or municipal setting. Documented FEMA HSEEP (Homeland Security Exercise and Evaluation Program) experience. ICS 100, 200, 700 & 800 certifications preferred.
